The Village of Lincolnwood has made significant progress in implementing some of the key recommendations from the Devon Avenue Corridor TAP completed by ULI Chicago in Fall 2013.
The ULI panel emphasized the importance of creating a TIF district to finance much-needed infrastructure improvements and attract private investment along the corridor. This specific recommendation helped move the stalled TIF proposal through the approval process and, as a result, the Village Board created the Devon-Lincoln TIF District in June 2014. Following the TIF creation, the Village Board also authorized the creation of a streetscape concept plan to address the improvements recommended in the TAP report. Additionally, the inter-jurisdictional coordination that the TAP facilitated between the Village of Lincolnwood and the 50th Ward in Chicago has resulted in continued conversations and should help to coordinate redevelopment efforts on either side of Devon and across the North Shore Channel.
