The ULI Foundation and ULI Chicago are pleased to announce the FY17 Jeffrey Kahan Fellows, Anastacia Fratto, ResElevate and Rocky Afo, Leopardo Companies, Inc.
The Fellows will participate as Full Members in ULI for the coming year as well as join a national Product Council at the ULI Spring and Fall Meetings. In addition, they will be paired with a Council mentor who will act as a resource to expand their Council experience as well as a local Chicago mentor in their market sector.
A jury of nine ULI members and associates of Jeffrey Kahan reviewed applications and interviewed qualified candidates. Since 2013, five ULI Chicago young professionals have been named Fellows. The Fellowship is offered on an annual basis.

Anastacia Fratto has gained over a decade of experience in real estate development with Crown Community Development, seeking investment opportunities nationally and overseeing the due diligence process, and, most recently, with DR Horton Homes in land acquisition. She has recently started ResElevate, a consulting firm identifying opportunities to create “affordable” housing for middle-market homebuyers in mature suburban markets. Fratto believes that the combined challenges of land prices and zoning will need to be creatively addressed in order to provide market-rate housing everyone can afford. Anastacia is a past ULI Chicago Public Policy Co-chair, Young Leader Co-chair, Suburban Programs Committee member, and is currently Co-chair of the ULI Chicago Product Council-Green Flight. She has a bachelor’s degree in Economics and Business from Dominican University.
Rocky Afo joined Leopardo Companies, Inc. in 2014 where he currently provides market research and analysis, client engagement and new market penetration support for the company’s Strategic Business Development function. Previously, he led all research initiatives for Cushman & Wakefield’s office and investment divisions in Salt Lake City, Utah where his primary focus was coordinating and developing real estate market studies, forecasts and property valuations to assist client investment decisions. Afo earned a BS in Economics from the University of Utah and is a member of Omicron Delta Epsilon, one of the world’s largest academic honor societies that recognizes outstanding achievements in the field of economics. Afo plans to further develop his knowledge of real estate development and construction in his current role as a key member of Leopardo’s Strategic Business function.
The Fellowship honors Jeffrey Kahan, a principal and director of the Investment Services group of Colliers International in Chicago, who passed away in June, 2012. As an active member of ULI and a member of the IOPC – Blue Flight, Kahan deeply believed in the value of the relationships formed and information shared through ULI. He was a passionate Chicagoan and wanted his life’s work to make a positive impact on the City.
