2016 Larson Housing Award Winner: City of Chicago’s Troubled Buildings Initiative

Winner of the 2016 ULI Larson Award for Leadership in Housing Policy, Chicago’s Troubled Buildings Initiative (TBI) is an innovative, inter-departmental program that is leveraging community partnerships to prevent neighborhood blight while improving housing options in low and moderate income neighborhoods across the City. Through TBI, the City is stabilizing buildings that pose a threat to the health and safety of residents and the neighborhood because of their deteriorated physical condition and/or poor management.

Since its inception in 2004, TBI has turned around hundreds of buildings that were at the risk of abandonment or demolition, preserving and rehabilitating 16,000 housing units that are now safe and affordable. Former Grove Parc apartments in Woodlawn are an excellent example of how TBI is strengthening Chicago’s neighborhoods.
